SALARY RANGE: $40.86 to $49.94 hourly 

** This is a per diem position. The person in this position will work as a Health Center Manager for any of the sites in Yolo County on a per diem basis**

JOB SUMMARY: The Health Center Manager works under the Chief Operating Officer along with the Primary Care Physicians and practitioners to ensure quality health care services and efficient patient flow during clinic hours. The Health Center Manager provides operational and clinical oversight at the CommuniCare+OLE, Davis Community Clinic. The Health Center Manager works as part of a health care team including physicians, nurse practitioners, physician assistants, Medical Assistants and other support staff to provide comprehensive health services.

 

EDUCATION, EXPERIENCE, TRAINING

  1. Bachelor’s Degree/Associates Degree+ 2 years related experience required
  2. Administrative and supervisory experience working in a community clinic, medical office, or hospital setting.
  3. Demonstrated commitment to controlling inpatient, specialty and ancillary costs.
  4. Bilingual English and Spanish, Russian, Southeast Asian language, or East Indian language strongly preferred
  5. Effective communication skills and ability to encourage patient understanding of prevention practices and early diagnostic services.

 

KNOWLEDGE OF WORK

 
1. Maintain patient flow for quality health care services and efficient use of clinic staff.

 

DUTIES AND RESPONSIBILITIES

 
1. Supervise work and performance of clinic staff including reception, medical assistants and other support staff as instructed, including performance reviews and corrective action plans as needed.
2. Supervise Referral Specialist and other staff for referral and refill systems.
3. Responsible for hiring staff for clinical support positions.
4. Oversee billing errors and ensure they are corrected in a timely manner.
5. Assist Chief Operating Officer with the training and ongoing supervision of medical assistants, lab assistants, and volunteer staff on health education, laboratory, and dispensary services.
6. Review charts, lab test results, and encounter forms for completeness and assess follow-up as needed.
7. Work with Lead Clinician in clinic scheduling, patient wait time, and other areas of concern to increase efficient and quality services. Provide timely updates to Chief Operating Officer regarding findings
8. Assist with coordination of work with Preventive Health Services Coordinator and Pediatric Immunization Coordinator for follow up on missed appointments, reminder calls, lost to care calls, high-risk referrals. Identify special programs that are needed to improve patient outcomes. Organize and participate in quality improvement activities using the PDSA model to improve systems/services
9. Work with the Purchasing Supervisor by ensuring compliance of purchasing, inventory and stocking procedures. Provide training to designated staff regarding purchasing procedure guidelines.
10. Manage the Telederm project for Telemedicine referrals.
11. Perform other administrative tasks and clinical care as assigned by physicians, mid-level practitioners and Chief Operating Officer.
12. Assist with OSHA and licensure compliance.
13. Assist in the oversight of laboratory services. Work with Chief Operating Officer to oversee dispensary logs and storage to maintain quality assurance.
14. Coordinate facility maintenance as needed.
15. Work with Chief Operating Officer to oversee clinic budget, monitoring expenses and revenues.
16. Assist in preparing regular reports on the financial status of the clinic.
17. Interface with community and county agency staff as needed.
18. Support agency compensation philosophy; with Human Resources’ assistance and data as needed, hold effective compensation conversations with employees in a manner that demonstrates understanding and alignment with CommuniCare’s compensation philosophy
19. Coordinates with the Training and Volunteer Manager to meet volunteer needs of the program. Engages volunteers and/or students/residents to meet program needs; may include duties such as interviewing, selecting, supervising, training, and managing performance. Provides direct and timely performance and behavior feedback as necessary for volunteers and/or students/residents.
